Project overview

Peru is the second-largest copper producer in the world, with a growing Artisanal and Small-Scale Copper Mining (ASCM) sector. This project sought to increase knowledge about the reality of the sector in southern Peru to address a critical gap – including data on the number of miners and the conditions of their work. Participatory research methods were also used to foster multi-stakeholder dialogues around challenges and opportunities, to inform recommendations and further open dialogue on the sustainable development of this sector.

Key learnings

This early-stage research into the ASCM sector revealed useful learnings, including:

Building trust with miners was vital for gathering genuine information. Miners were open to collaboration but also sought solutions to their challenges. Local partnerships were key to managing expectations and accessing insights.
Lesser-known actors were found to play a significant role in ASCM activities, such as local traders, transport agencies, and farming communities, providing a more comprehensive view of the value chain.
Whilst the focus was on southern Peru, ASCM activity also occurs in northern regions – highlighting the need for further research.
Findings were welcomed by national and international stakeholders as a starting point for exploring ASCM issues – including the Peruvian government, think tanks, universities, civil society groups, and large mining companies. Presenting at the OECD Forum for Responsible Mineral Supply Chains sparked interest, demonstrating the potential for global collaboration.

Impact

Data generated provides a useful starting point for sustainability systems to plan for and implement responsible production standards for ASCM, as well as engage with a broad range of stakeholders. It can also enable the identification of artisanal mining operations interested in improving their practices.

ASCM lies at the intersection of artisanal mining challenges, such as gender equality and safety, and the broader copper value chain. By combining expertise and insights on these topics, the project laid the groundwork for a collaborative approach to responsible copper production.
Working directly with artisanal miners, the project mapped key challenges and opportunities while generating first-hand insights. It also created a rare platform for Peruvian miners to connect with international stakeholders, fostering understanding and encouraging actionable steps to address ASCM issues.
The participation of an artisanal miner, Cleotilde Chuquicondo, at the OECD Forum on Responsible Mining Supply Chains offered hope that the global community is willing to listen and engage with their needs.
